Many Stormcloaks have also begun to resent the imposition of what they believe are, Imperial-sanctioned High Kings, who can only act as figurehead puppets and not kings of merit. Some think that the Empire is maintaining power in Skyrim by propping up loyalist Jarls. The Stormcloaks believe they should not have to divert Skyrim's resources to rebuild a diminished Empire too weak to provide the functions of a just government and is under the Thalmor's thumb. Furthermore, their opinion of the Empire is exacerbated with the arrival of the Thalmor Justiciars, who have been granted the authority by the Empire to enforce the White-Gold Concordat within Skyrim. Many are outraged at this Talos ban and point out the Markarth Incident, as an example of the Empire publicly supporting the Dominion's oppressive influence over Skyrim. These terms ban the worship of Talos, which most Nords do not support. The Stormcloaks consider the Empire as just a puppet of the Thalmor because the Empire surrendered during the Great War and accepted the Dominion's terms of surrender.

This stance came about due to the aftermath of the Great War and the imposition of the White-Gold Concordat by the Aldmeri Dominion. The Stormcloaks believe Skyrim should secede from what they feel is a corrupt crumbling Empire. Stormcloak supporters will often be heard saying "Skyrim belongs to the Nords" and harassing people of other races and species. The Stormcloak rebellion wish to fight for the freedom of their country and expel the Empire and Thalmor (and basically all non-Nords) from the region. The Imperial Legion believes that they can only restore peace to Skyrim and the Empire by killing Ulfric and quelling his rebellion. Some accuse Ulfric Stormcloak of orchestrating the Stormcloaks' rebellion as a selfish ploy to set himself up as Skyrim's next High King. Most Imperial supporters believe that Skyrim and the Empire must remain united in order to fend off the Aldmeri Dominion if a second war with them erupts. Though the Empire has appeased the Aldmeri Dominion's demands, the Imperial Legions in Skyrim claim that the Empire has little love for the Dominion. If any legionaries are believers of Talos, such as Legate Rikke who is implied to be a believer, they keep their religion to themselves and pray to Talos discreetly and out of earshot. Though most do not approve of the White-Gold Concordat, they nevertheless allow Thalmor Justiciars to enforce the ban in order to preserve the peace between the Empire and the Aldmeri Dominion. The Imperial Legion believes that as a province of the Empire, Skyrim must abide by its laws and customs. Though the Empire themselves are under the boot of the Thalmor, who are kinda dicks. The Imperials want to squash the Stormcloak rebellion so that they can maintain control over Skyrim and restore peace and order to the land. These events are what lead to the civil war. The rebels consider Ulfric the winner of a duel and rightful king. Ulfric killed the High King in combat by using shouts and was branded a murderer by the Empire. The Hing King of Skyrim, appointed by the Empire to oversee Skyrim, was challenged in combat for position by Ulfric, Jarl of Windhelm and leader of the Stormcloak Rebellion.

#SKYRIM CIVIL WAR OPTIONS FREE#
This lead to a lot of resentment towards the Empire from the Nords who wanted Skyrim to be free from the Empire's control and free from the restrictions imposed by their surrender to the Thalmor. This lead to the ban of worship of Talos, the God that the Nords worship. The Empire lost a war against the Thalmor (Elves) and as part of their surrender the Empire had to agree to Thalmor demands, the White-Gold Concordat. Skyrim was a Nordic region of Tamriel under the control of the Empire. There is a Civil War waging in Skyrim between the Imperials and the Stormcloaks. You're thrust in to the middle of a civil war waging in Skyrim between the Empire and the Stormcloak rebellion. If you've ever played Skyrim then you've woken up bound in the back of an Imperial cart on the way to the executioners block alongside Stormcloak soldiers.
